Why would we need an ICBM when our enemies are already completely under our missile-cover?

Pakistan is working on building a missile strike-force that would be actually used to devastate enemy's military in the first few days of the war.

Our "strategic-assets" are already deployed against India, which would be used as last resort ..if the situation arises (God forbid!)

Pakistan has successfully tested the Hatf-VII Babur Land Attack Cruise Missile (LACM) today. Inter-Services Public Relations (ISPR) has announced that Hatf-VII Babur was test fired against the target at a range of 700 kilometers.

Hatf-VII Babur Land Attack Cruise Missile (LACM) has a maximum range of 750 kilometers km and longer range version with range of 1000km is also under development. Hatf-VII Babur Land Attack Cruise Missile features stealth shaping and low flying capability to avoid detection by the enemy radars.
Hatf-VII Babur Land Attack Cruise Missile (LACM) was test fired from a new multi tube Missile Launch Vehicle (MLV) which carries three tube MLV allowing Pakistan Army to rapidly engage its targets with surgical precision.

You seriously think that India and Pakistan will fight a war, even after the billions of $ we are investing there and the electricity we will provide you with???
The more probable war is with US, seeing the growing anti American sentiment in Pakistan.......
There was a similiar sentiment in the 1960's, but then Pakistan had no alternative. Now, that Pak has China as an ally, your gov. is increasingly standing up to the Americans..............
Thus an ICBM is necessary..........
