The F-22 is not for sale, so forget that(although it was a possibility in Bush times in the white house), F-35 is still another possibility, but KSA never went for the F-16s which are being /to be replaced by the F-35, So the UAE might be considered a good prospect for the F-35 (its own variant again, like the F-16 Block 60/61) based on its current deployment of the advanced F-16s, it will be just a step forward..While KSA who has mainly operated the F-15s, will want its future replacement which in reality is the F-22 that is not available, hence the thought about reviving or taking the F-23 design (after all it flew and there was a final version that has entered the competition against the F-22) and tweaking it to KSAs requirements..We are talking about at least ten years from now, since KSA is getting its F-15SA and delivery should end by 2020, So this 5th generation project can be worked on till 2030.. a good time to introduce a 5th generation fighter to RSAF that coincides with the Saudi 2030 vision..
The other option is to go for a variant of the Chinese J-20.. but that is a different subject altogether..
