So how come he's roaming free in India ? Are we such a kind hearted country ? So what's the secret behind that. Crime was done in 1990. He was not punished for that in the last 23 years rather was thrown out of a hotel with wife and kid in 2013. What is the logic and what kind of patriotism is that.

Plenty of Kashmiris live in Delhi without any such troubles. This guy is troublesome and that is the reason this may have happened. There could some other reason as well. We should wait for the hotel's version , if any.

I still think it was wrong because of the baby. They should have allowed them to stay till morning.

This is plain wrong. He should sue the hotel and get compensation.
Discrimination on any basis is wrong and probably illegal.

A B&B owner was asked to pay compensation for refusing to allow same sex couples (two gay males) recently in UK.
