Woman raped on Lahore Ring Road, infront of her two children.

There is much variation in interpretation of religious themes unfortunately. Muslims should ideally strive for 'consensus-building' but have ended up splitting themselves in the matters of belief (sectarianism).

In the aspect of producing 4 witnesses to establish culpability, gender is not a requirement (correct me if I am wrong). If there are witnesses to a crime, then this is best consideration to establish culpability. If not, then DNA testing and camera recordings will do.

Unfortunately, DNA testing is not foolproof method, and cameras are not planted everywhere (very expensive).

There is much divine wisdom in Islamic teachings, and should not be misinterpreted to malign Sharia by anybody.
 
Blood money does not apply to rape.
This one line statement is more than enough for those who want to understand and those who see faults in Islamic laws, hundred lines statements will also not be enough for them.

Abu Alqama reported: A woman went out to pray during the time of the Prophet and she was met by a man who attacked her and raped her. She said, “This man has molested me!” The Messenger of Allah, peace and blessings be upon him, said:

Muslim jurists are unanimous on death punishment for the rapists --- Some prescribe stoning to death and some combination of money to victim & stoning to death the rapist.

Plz excuse us with what the sharjah or Ethiopian court did --- We talk about Islam and Islamic laws, UAE/Pakistan/Nigeria etc., etc., non is an Islamic State.

I understand that. My comment was more general in response to another poster asking for changes in our laws to better address certain issues. The religious and tribal/rural lobbies in Pakistan have opposed reforms in certain laws many times, whether establishing a minimum age for marriage, qisas/diyat laws etc.

We had some pretty abhorrent laws related to rape at one point that you no doubt will recall, where a woman had to present 4 male witnesses to establish sexual assault. That law was finally repealed, but I was referring to obstacles such as these.

A lot of modern research has in fact shown that eye witness testimony is not as reliable as once thought, and that DNA and other forensic evidence is much, much more reliable.

If you read my posts, I WAS referring to our society, or more specifically certain powerful religious and tribal/wadera lobbies.

I didn’t say ‘Islam says this’, I specifically pointed to certain existing laws that are either abused or apply in situations where they shouldn’t be.

You assumed I was attacking Islam whereas I was questioning some Pakistani laws and the scope of those laws. Just because Pakistan has certain laws on the books does not mean that those laws are in alignment with the Quran and neither does criticizing certain laws in Pakistan mean that one is criticizing Islam.
 
The figures for crime are in line with world crimes at Provincial / State level

  • It is deplorable but it can only change if the Criminal is given harsh penalty

However these crimes in news are mainly for political pressure on Government to not change the Police Officer's in Punjab
The government has recently started to shake up Punjab Police

Next few months till Senate election more and more PML-N friendly officers will be shown the door , so that next time Baby Maryem decides to start a riot outside of NAB police will take action and put her behind bars where she belongs

Just like post PTI win , there was a media storm over , building DAMs , now the media storm is over violent crimes coinciding with the appointment of new officers on Job

Virtually NO method is infallible/foolproof.

Timing of the test is an important consideration, and interpretation of test results is SUBJECTIVE theme. There are issues to which DNA testing cannot provide an answer regardless.

People are quick to pinpoint a particular method to solve a crime but things are not as simple for real. Each instance of crime is different, and investigation challenges will vary accordingly.

Islam endorse and encourage formation of a MORALISTIC society for good reason in which citizens are encouraged to strive for the greater good and betterment of others and shun wrongdoings including corruption. It is in this kind of environment in which witness testimony will deliver results.

Pakistani society is far from that, therefore, comprehensive investigation(s) are/is necessary in which all options are considered and exhausted to solve seemingly complex crime(s).

No substitute for following:

1. Societal reforms.
2. Police reforms.
3. Awareness campaigns.

The idea that dogs are held in contempt in Islam amounts almost to a truism in the modern West. This notion is shared by both Muslims and non-Muslims and is reflected in writings ranging from public media to academic literature. The supposed Muslim bias against dogs is inferred primarily from two themes: (1) the emphasis that Muslim tradition lays on the principle of the impurity of dogs and (2) the objection to admitting these animals indoors and keeping them as pets. However, some have pointed out that an important exception to this rule is the Qur'ānic narrative of the Aṣḥāb al-Kahf, or the Companions of the Cave (also known as Ahl al-Kahf), in which a dog is a prominent feature. Previous academic discussions of this story, however, fall short of accounting for the full significance of this character. More than merely providing a favorable depiction of the dog, the Aṣḥāb al-Kahf pericope redefines the role and status of the dog in accordance with the Qur'ān's theocentric worldview. There are many societies that have prejudice against dogs. Many Muslims also harbor prejudice against dogs. One can’t blame ordinary Muslims as their attitude and perception have been shaped primarily by some hadiths (Prophetic narrations) that require careful analysis and by the interpretation of many among our scholars (ulama) and jurists (fuqaha). Ordinary Muslims can’t be blamed because they have become used to understand the world as well as Islam through the lens of the accumulated positions and interpretations of fallible human beings over so many centuries. That’s why they have become accustomed to the notion that dogs represent evil, impurity, or even bad omen. What does the Qur’an have to say about dogs? That’s the focus of this brief write up.
In two Suras (chapters), the Qur’an mentions about dogs. Those who have an entrenched anti-dog attitude and perception, they would usually flag the following verse from Surah al-A’raf.
"And if We had willed, we could have elevated him (ghawin, deviants) thereby, but he adhered [instead] to the earth and followed his own desire. So his example is like that of the dog: if you chase him, he pants, or if you leave him, he [still] pants. That is the example of the people who denied Our signs. So relate the stories that perhaps they will give thought." (7/al-A’raf/176)
In understanding and interpreting this verse, we need to remember that dogs are not like human beings with conscience and ability/freedom to choose. A dog’s behavior is purely innate and instinctive, as Allah has created them. Here the Qur’an has drawn attention to the unchangeable nature of dog, a nature that is innately programmed by Allah. It is the same nature due to which a dog embraces a human being as a companion, friend or master. Unless the behavior of the human changes, the conduct of the dog is reliably consistent, which is reflected in its loyalty. There is so much evidence of this in the real world, that there is simply no room to deny this reality about dog’s basic nature in its close interaction with human beings.
It is in this context that Qur’an discusses about dogs in Surah al-Kahf (The Cave). In two verses – 18:18 and 18:22 – the mentions occur. Approaching these verses without the relevant context before these verses would render the reference to dog as simply inconsequential. First, let’s cite these two verses.

وَتَحْسَبُهُمْ أَيْقَاظًا وَهُمْ رُقُودٌ وَنُقَلِّبُهُمْ ذَاتَ الْيَمِينِ وَذَاتَ الشِّمَالِ وَكَلْبُهُم بَاسِطٌ ذِرَاعَيْهِ بِالْوَصِيدِ لَوِ اطَّلَعْتَ عَلَيْهِمْ لَوَلَّيْتَ مِنْهُمْ فِرَارًا وَلَمُلِئْتَ مِنْهُمْ رُعْبًا
Verse Options:
And thou wouldst have thought that they were awake, whereas they lay asleep. And We caused them to turn over repeatedly, now to the right, now to the left; and their dog [lay] on the threshold, its forepaws outstretched. Hadst thou come upon them [unprepared], thou wouldst surely have turned away from them in flight, and wouldst surely have been filled with awe of them.

The issues with eyewitness testimony, that I am referring to, are not related to the morality or truthfulness of witnesses, but the reality that our brains function in a manner where recollecting fine details accurately is difficult, regardless of the intentions of the witness. Our recollection of events is liable to be impacted by our biases or various other variables processed by our brains subconsciously. There have been multiple recorded cases where eye witnesses to the same crime have reported different details related to the crime and different descriptions of the suspect. Eye witness testimony is a useful tool to help narrow down the suspect pool or help develop a better picture of the crime scene, but it should not be used on its own to convict people.

In the US, we're still seeing cases overturned after the accused has been imprisoned for years because the eyewitness testimony was flawed (not deliberately) and advancements in technology have allowed for better forensic analysis of available evidence that have shown the accused to be innocent.

The Punjab police chief on Friday ordered the deployment of highway patrol and special protection personnel on the Lahore-Sialkot Motorway, days after a woman was gang-raped on the unmanned road in a case that has caused countrywide outrage and exposed lack of security on the route.
The order for deployment came in a memo sent to the Additional IG of Punjab Highway Patrol (PHP) and DIG Special Protection Unit (SPU) by the AIG (operations) on behalf of newly appointed Punjab Inspector General of Police Inam Ghani.

The letter, seen by Dawn.com, noted that ever since its operationalisation, the newly constructed Lahore-Sialkot Motorway has "remained unmanned both in terms of security and traffic management" and the Motorway Police has not taken over it thus far.
It said the IGP has directed the PHP to deploy manpower on the 91-kilometre stretch of the motorway in order to ensure the security of commuters.

"The mandate of the force so deployed shall be restricted to security of commuters and road users only. However, the said deployment shall remain in place as a temporary arrangement till the deployment of National Highways and Motorway Police," the letter stated.
The memo said in order for the duties to be given effect as per the standard operating procedures, the PHP "shall be reinforced with SPU" personnel.
"The detailed modalities of [the] deployment of PHP and SPU must be conceived and operationalised with immediate effect," it said, directing the police officers to submit the detailed functional deployment plan by today.
According to the details available so far, a woman in her early 30s, a resident of Lahore’s Defence Housing Society, was stuck on the motorway with her two children at around 1am after her car ran out of petrol. As she tried to arrange for help, two men approached her and took her and her children (under eight) into the nearby fields at gunpoint.

Once in the field, the attackers raped the woman in front of her children. By the time a police party and a relative the woman had called reached the scene, the attackers had fled, taking with them the cash and valuables the victim was carrying with her.
As the investigation into the incident started, there were reports that the victim had called on the helpline of Motorway Police, but she was denied assistance because the area in question was not covered by the Pakistan National Highway and Motorway Police.
A spokesperson for the PNH&MP confirmed this while talking to Dawn. He said the 90-kilometre-long Lahore-Sialkot Motorway had yet to be handed over to them officially.
He said the motorway, built and operated by the FWO, was inaugurated some six months back.

Investigation 'on good track': IGP
Separately, IGP Ghani told reporters that nearly 250 personnel of PHP and SPU will perform duties on the motorway in three shifts. "They will carry out patrols round the clock on motorcycles and cars," he said, adding that the police personnel will not only give protection to commuters but also help out those in distress.
He said a ticketing system will soon be set up on the motorway and its security will be completely handed over to the Motorway Police within "2-3 months".
IGP Ghani said they are "on a good track" in the investigation of the case but declined to provide specifics regarding the number of suspects arrested so far.
He said he would "not defend" Lahore Capital City Police Officer (CCPO) Umer Sheikh's comments regarding the incident, saying a victim could not be blamed in any situation. "The watchman (chowkidar) of a house cannot ask the house owner to take care of their belongings themselves ... We have to provide security," the police chief added.
On Thursday, CCPO Sheikh had invited criticism when he pontificated that the victim had failed to take due precautions before setting off for her journey. He said she should have taken the more populated GT Road to Gujranwala instead of going via the motorway.
'Blind incident'
Earlier today, Punjab Law Minister Raja Basharat told the media during a visit to the crime scene that 28 teams were working as part of the investigation into the case.
He said evidence collected from the site had been sent for forensic examination and medical exam of the victim had been conducted.
He said this was a "blind incident" in which there was "no clear evidence" and so the evidence will have to be developed through investigation and corroborated before reaching a conclusion.
"Our total emphasis is on the investigation," he said, terming the case a challenge for the Lahore police and the government.
The minister said the government would look to address any "lapse" found in the safety of women in the province and work to prevent such incidents in the future by considering how roads could be made safer. He said 500 additional vehicles were being purchased to improve police patrolling and functions.
The provincial government will also look into why the motorway remained unmanned since its inauguration, Basharat said in response to a question.
Investigation underway
In the first progress report submitted by the Lahore police to Punjab Chief Minister Usman Buzdar, it was claimed that some 15 suspects were taken into custody during a search operation launched in the vicinities of the crime site.
Buzdar also constituted a five-member committee, with the provincial law minister as the convener, to investigate the case.
IGP Ghani earlier told Dawn that a lot of work was being done on the brutal rape case. “Our 20 teams are working on this case. Lahore DIG (Investigations) Shahzada Sultan is leading one of them. A crime investigation agency is separately working. Another one is being led by divisional SP,” he said.
He said the data from geo-fencing at three points, including where the car stopped, where the woman was raped, and the area pointed out by a local tracker hired by police to trace the footprints of the culprits, had been recorded.
“We have also obtained data of men of between 25 and 35 years living in the nearby villages from Nadra besides conducting profiling of 70 young suspects,” Ghani said.
Police had also confirmed on the basis of medical reports that the victim was raped by more than one man. He also hinted that police had managed to get some clues from the crime scene that could lead them to the culprits.

We need to steamroll reform as quick as possible, as well as instant and harsh punishment on these criminals each time, preferably in public for all to see.

In pre-Taliban Afghanistan, the same thing was common. Women and children could not leave their homes even without molestation due to former Mujahideen commanders, warlords, and drug dealers controlling Afghanistan.

Afghan refugees from Pakistan studied Islamic fiqh and realized that the only solution for their problems is a reliable, quick, and efficient justice system. When Taliban came back to Afghanistan, they started public punishments for these kinds of criminals and in just a few months, crime had been completely eradicated in the areas which they controlled. Drug addiction went down, and heroin growers were punished, the law was strict and protection of women/children was the priority.

Today Pakistan cannot even carry out the minimum required of a state, which is to punish criminals and get justice for victims. It is a free for all, and the writ of government is weak. Opposition parties are trying their best to turn anger against PTI, when in many cases they created this mess in the first place.

There needs to be a nationwide hunt for any and all criminal activity related to abductions, theft, rape, ransom, drug abuse, gambling, and alcoholism. Places where these criminals meet need to be scoured and they need to be forced to give up this evil lifestyle.

If there are traitors in the police, judiciary, or among politicians, they need to be taken care of swiftly and made an example of.

Pakistan should be a place where you should not worry about your female relatives going shopping or visiting relatives. The society has enough problem, this should not even be an issue.

I suggest forming a morality police to control teasing of girls, or minor complaints of harassment before they get out of line, and these officers should be undercover. Strict and heavy punishments need to fall on such perpetrators.

The internet needs to be controlled. Immoral websites need to be banned. There needs to be a blanket ban on music, movies, and media from India, without exception. Anyone caught selling Indian content must face jail-time.

We should follow Chinese model and censor any media coming from outside the country. This means Hollywood movies should have Pakistan-specific versions. Any tv series, video game, or movie which depicts islam or Pakistan in a negative light should be banned.

Last but not least, something needs to be done about the rot coming from liberal university environments. We have had too much abuse and illicit activity from a subset of the populace there.

Family members should be asked to keep tabs on any and all members. Anyone caught escaping at night, needs to be reported. Chowkidars should be empowered for this purpose.

I have some very major ideas, but this is sufficient for now. We need to start thinking outside the box.
