The difference between BJP and Congress really is that in the Congress all the state govt. have to contribute massive funds to central party funds. This leads to massive corruption in the states.
The BJP state govt. are barely under any obligation to contribute to bjp national fund. There is far less corruption that way.

Both are getting huge investments surely the investors are not dumb to do so.
