this whole issue is dead simple:
People living in those disputed areas are Chinese citizens entitled to Chinese passport. They should never be required to apply for a visa in the first place. The same applies for the people living in South Tibet.
I believe the government should also extend the social benefits to those people.
Of course, there is one big condition here: China doesn't recognize dual citizenship, by doing so they need to have their india passport/citizenship revoked first.
