Will revoke AFSPA in a phased manner: Mufti Sayeed

Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed said on Monday that his government would work towards the gradual removal of the Armed Forces Special Powers Act (AFSPA) after taking the Army on board.

Mr. Sayeed also reiterated the need for talks with Pakistan and the Hurriyat as he read out sections from the common minimum programme agreed to by his party and coalition partner, BJP, in the Legislative Council.

Though Mr. Sayeed’s speech was largely a repetition of his address in the Assembly a few days ago, it is significant now as it comes against the backdrop of two militant attacks in Kathua and Samba on successive days last week. Mr. Sayeed had on Sunday blamed the attacks on non-state actors and said Pakistan must rein in extremists if it wanted peace with India.

“I want to tell everybody that Pakistan, Pakistani Prime Minister and Pakistani establishment should be told that nobody should be allowed to cross onto this side... only then will there be peace,” Mr. Sayeed said in his reply to the Governor’s address.

On the AFSPA, Mr. Sayeed said there were certain reservations as far as the Defence Ministry and some Army officers were concerned. Mr. Sayeed read out passages verbatim from the CMP, stressing the need for initiating a meaningful dialogue with “all the internal stakeholders, irrespective of their ideological positions,” to resolve all the outstanding issues of Kashmir.

On cross-border firing, the Chief Minister said he would leave no stone unturned to ensure peace at the border with Pakistan. “During our rule, we told Gen. N.C. Vij, the then Army Chief, that this was vital and there was full fencing. They [Pakistan] were not allowing us to construct the fence,” he said. “But now there is some technique to cut the fence.”

“I want to assure the members, who have concerns on the issue, that we will create an atmosphere of peace and normality on the borders,” he said.

Don't believe this guy anymore....
He keeps swaying from one extreme to another, one day he thanks the terrorists, next day he threatens 'em and on 3rd day he levels blames against Indian Army.

Some of this he has to do out of constitutional compulsion being a CM rest he is on spree to appease separatist , terrorists n Pakistan.... He has no qualms what it took army to bring the valley to normalcy.....
Now in OP he is blaming non state actor of Pakistan that clearly indicates he deliberately wants to give a space for Pakistan in Kashmir issue while their army is hand in glove with these terrorist outfits......
He must also learn the Kashmir is not just about few pockets of Jnk now n jnk needs the backing of 1.2bn ppl for any sort of resolution.....

Unless he can get the army on board, this issue will hardly go without causing a furor. The Army is absolutely convinced that it's presence is essential, and thus the need for AFSPA to continue. Politicians might think otherwise, but no one is going to move overtly against the army's stated position.

At the worst of conditions, it will only take a couple of generals resigning in disgust against the government to create a nationwide furor, and possibly even force a collapse of the government.

army is sitting pretty there.. they dont want to change status quo... chaska lag gaya hai abuse ka...

Not really. It's not really a case of malevolent intent as much as a sincere (if misguided, according to some) interest in keeping hard won peace in the region.

The fact of the matter is that the army has very limited confidence in the ability of the J&K Police, CAPF force combo in keeping a tight leash on the insurgency. The army fears that if it is removed from the decision making matrix, the situation might degenerate into the savage violence of early 1990s.

Then there is the fact that even though the militants in J&K have decreased, across the LOC, their numbers haven't declined much below the levels of mid 1990s. Consequently, the army fears that the militants still retain the capability to wreck the stability that exists, if the army is removed from the scene.

no.. army keeps the pot boiling by being there.. once army is out people will be less offended.. army's continued presense makes matter worse.. creates frustration among civilians.
You should know army is considered enemy there. For very good reason. Even army knows that. Also pakistan no longer sponsors terror in that region, one or two incidents does not change that fact.
GoI is worried that world will get to know genuine aspiration of kashmiri, so even they are complicit.
This is a good time to withdraw army, and let JK become another punjab.
