The Cost of producing them surely does matter especially for a nation being run on Loans.
China has far more Nukes than India and We face Two Nuclear Threats, still we are almost dormant over proding nukes.

We dont have time for nukes, We are investing all our efforts over Economy and Living Standards. Its a Huge Task, Infact Produing nukes is far far eaiser.

We need to get into a basic position where Indians will cease to exist, so if 100 war heads achieves that then great, if not then keep building.
