The amazing thing about China's blistering development is that they did it by themselves. They deserve huge credit for that and the Chinese are rightfully proud of their achievements. They diidnt rob anyone and they didnt beg for anything. Simply hard work and dedication and yet so humble. Can't compare communist cities like Shanghai and Pyongyang with Bombay - the communist cities restrict migration.

As per our great leader shree kalam saheb, whatever progress we made is a result of vision some visonary show in past. That is why he wrote a book called India 2020, a vision for a new millennium. The book is wroth reading. Many of the vision he show is a reality today. We are working on a hypersonic reusable cruise missile and it was his dream.

I think first Mumbai must provide 24/7 water and electricity to all before thinking about overtaking Shanghai...

Forget about Mumbai.

I live in a tire 3 city of India for last seven years and I have always got 24X7 electricity and water.
Electricity goes some time for few minutes for maintenance etc but I have not faced water crisis for even one hour in last 7 years except when the water tanks are cleaned.

But if the answer is supposed to be a frivolous, foolish & flippant, then there is but one answer on this = "YES"
