Will Mumbai finally surpass Shanghai this year?

In 2004, Former Indian prime minister Manmohan Singh boldly declared:

"I share this aspiration with the chief minister [Sushilkumar Shinde] and senior Congress leaders to transform Mumbai in the next five years in such a manner that people would forget about Shanghai and Mumbai will become a talking point."

More than 12 years have passed since that declaration. I wonder if this is the year Mumbai will finally surpass Shanghai...

I'm from Hong Kong, one of the most advanced cities in the world, and I have traveled all over the planet, from Europe to East Asia.

The first time I saw Shanghai I was utterly blown away, I'd never seen anything like it before.

If you want to match Shanghai you will need something really special, something I haven't seen before.
 
I can never understand why India is so obsessed with China. Was Manmohan Singh stupid? Did he have any idea what Shanghai was like? Did he have any idea how far behind Mumbai is compared to Shanghai?

Why doesn't India set realistic goals? Why not let Mumbai catch up with some African cities such as Nairobi or Lagos by 2040? After that's achieved, then let Mumbai catch up with Pretoria, South Africa by 2060.
