In theory, yes, but in reality, US governing system is serving the rich and powerful, two party system rule out the chance for any other parties to have a real voice. only rich and well connected ones can have better chance to be elected and elections are all about money and interest groups...

One may have good grounds in criticizing US foreign policy or treatment of blacks etc but US governing system works quiet well atleast for the whites who are like 70% of the population. and it also works for quiet a few immigrants considering who many want to move there. I admire what chinese have achieved and i think it is also working well for them. But you are discounting US too much. Remember the difference between US and chinese is still increasing not decreasing on per capital incomes. In 2008 gap of per capita gdp was 47000 USD now it is 50000 plus USD.
