why the west want sub-sahara africa to stay poor

I think it is less wanting Africa to stay poor but rather just seeing Africa as a source of resources to exploit and not caring to provide anything better. A lot of African leaders are inept and corrupt so that is the primary reason why African countries stayed poor, although there are some far better leadership rising, particularly in countries like Ethiopia, Rwanda, Botswana, Kenya.
