Why no major local production/TOT with help from countries like South Africa & Serbia?

Why so far there is no major/minor collaboration with SA/Serbia despite these countries willing to share technologies. Nothing on Nora/Denel or any SAM systems. Lots of visits, MOU with defence officials but no real progress? It could help diversify and built on relationship like the once with Ukraine.

Well, things like only happen when an open and business environment is available.

In our case, the politicians believe they only have the right to make money, and ensure that no one else
ever settles down.

Because you need a long term vision and then formulate policies that help you reach that vision. Finally, those policies need to implemented. In our case, we rely on ad-hoc behavior with no consistent policies. But we must also note that defense deals and collaboration takes a lot of time. Also, the defense establishment likes to keep things under wraps so we might know what is happening in the background. Maybe in 1-2 years, we might hear about collaboration with these countries.
