Somebody explain the matter in simple non-technical language to lay people.

I figure out that Pakistan's economic problems - forex reserves, balance of payments - whatever it's called - are because of non-collection of taxes and decrease of exports.

But when did it all (non-collection of taxes and decrease of exports) start?

Was it all (non-collection of taxes and decrease of exports) sudden or was it gradual?

Which government was responsible?

Collection of Tax in local currency will not fix foreign reserves issue because country is hooked on imports and it takes dollars to import. Solution is to produce locally and export. Stop import to essential items only.

Collection of taxes was already low in every govt. Population increased and so does their needs. Imports increased due to demand and export decreased due to energy crisis.

It's partially true. The actual issue of Pakistan is those people, who do some international and national business, use resources of Pakistan, and to use those resources without any competition, they don't let things get streamlined.
Ishaq Dar is their guy here.

But when did it all (non-collection of taxes and decrease of exports) start?
Way before Pakistan. Britishers used to do the same with Indians. They looted money and transferred that to West. The corrupt of Pakistan is doing the same.

Resource depletion took a long time, and yeah gradual.

Which government was responsible?
From Liaqat Ali Khan mainly. Then Mr. Ayub Khan continued it. Mr. Zulfiqar Ali Bhutto was the guy who took corruption to another level. He single-handedly destroyed the economy of Pakistan.

From 2013 to 2017 Pakistan's Exports Dropped From $25 Billion To $20 Billion Due To Wrong Policies Of PML N.Also More Than 150 Large Textile Mills Closed

From 2018 to 2022 In The 3 Odd Years That PTI Was In Power Exports Crossed $30 Billion Remmittances $30 Billion And Tax Collection Crossed Rs 6 Trillion For The First Time In The History of Pakistan

Your post is full of disinformation. The British used to exploit-loot people, the government of independent Pakistan didn't loot people.

The British would transfer wealth that was generated by tax. Independent Pakistan's politicians and generals transfer abroad and hoard the illicit money made by regime change and war aid.

Everyone knows Pakistan has never had a robust income tax collection process.

This has been a historic failure and a wrong on the part of their governments. By now, they are most unsurprisingly lol

hooked to it.

but income taxation is how govt. coffers are filled.

They need a prolonged regime of very strict and orderly reforms being enforced to achieve equilibrium between true enlightened democracy and outright thuggery by their very elite class.

Yes, powerful controlling interests will always look out for themselves, as they do in virtually every country, "the west" included.

but it feels like these guys have gone slightly overboard to satiate their hunger for greed.

Must have also explained that the exports dropped to around 25 Billion USD under PML because of massive power issues where the industry was facing power shortages of 14-18 hours every day which led to closures and relocation of many businesses to Bangladesh etc. Therefore, PML had to invest heavily in power generation, it is because of those efforts that we have surplus energy today.

By the time PML term ended, we had sufficient energy and the export industry started thriving again. However, ironically, it is not that we suddenly started manufacturing items which brought in 5 Billion USD but a clever gimmick in which Wheat, Sugar, Pulses etc., were exported when in surplus to add to exports and then imported back when stocks were low and shown to be imports generating taxes. Basically, it wasn't any industry which had propped up suddenly to export but the same existing cement, textile industry etc., and our general exports which started going up again, as was expected with abundant power.

Power Shortages Were Also Rampant During Both PPP and Musharraf Tenure But Exports Kept On Increasing So That Is Just A Sorry Excuse, Fact Is That While PML N Was More Than Happy to Sink Rs 200 Billion Into a Metro Train,They Couldn't Offer RCET Tariffs To Textile Sector Which Was Way Less Than What They Spent on Needless Luxuries.

Only When PTI Came and Announced RCET Did Textile Industry Launch New Investment

Power shortages started under Musharraf but almost at the end of his tenure, they grew under PPP Government and because a catastrophe by the time PML came to power.

Let's not discuss why money was spent on Metro and why not somewhere else because most of these are speculative. Transport is one of the most important and fundamental issues of Pakistan and PML spent more on it than any other party in my lifetime. I feel Karachi is quite unfortunate as it still does not have something comparable to the Metro Train system.

Every country has resources upon which it grows it's economy.
Arabs have Oil,
other countries have minerals
some have agriculture
some have technology
and rest have manpower

Pakistan's resources which include agricultural, mineral and trade are owned by
feudal families, who also dominate the provincial and national legislature.

Thus in the last 70 or so years, they have made sure no legislation can come to play, that challenges their authority.

In india, tax department can raid any one's home,
in Pakistan, tax department can't leave their own offices.

So it is the feudal lords who are responsible.
