When did Pakistan government stop collecting taxes and started to decrease exports?

btw, what was pmln's policy, if any, to increase tax collection and exports? or to promote localization?

Somebody explain the matter in simple non-technical language to lay people.

I figure out that Pakistan's economic problems - forex reserves, balance of payments - whatever it's called - are because of non-collection of taxes and decrease of exports.

But when did it all (non-collection of taxes and decrease of exports) start?

Was it all (non-collection of taxes and decrease of exports) sudden or was it gradual?

Which government was responsible?

To put it simply, successive governments were involved since the early 90s.

PMLN more so than PPP.

- Circular debt from IPP - PMLN’s accolade, could have been managed better. Huge debt is coming from power related issues.

- Subsidies - Instead of targetted subsidies the government kept on using it as a populist tool. Included cheaper oil price than its peer. One way to alleviate is to make it a law for governments to not be able to reduce the price of oil below spot rates. The margins on top, excise duties, marketing cost, gst, vat can be played around but not the base price.

- Decrease of exports - Multiple factors. Too much red tape in bureaucracy, unfriendly business environment, continuity of policies, action against mafia. And mostly from the public side in the sense that they did not have the foresight to go up the value chain.

Taxes - FBR is corrupt and so is military inc. They wouldn’t let governments touch the property dealers and retailers. There is a need to increase the number of tax payers to 3x which is doable.

Digital Payments - Raast was developed by SBP which is a good initiative. People can be incentivized to use digital channels and eventually come into the documented economy.

Human Development - Health and Education is important to nurture the population and add value in the future. PTI did their job in health sector with Health Card.

Investment - Roshan digital account was a good initiative. CPEC, if managed properly, was/is a good initiative. Political stability and good leadership for a period of time and investment will come.
