It is possible, in my opinion, that people who live or work under or near high-tension power lines or under cell phone base stations, may get affected.

Years ago I once went to the house-warming ceremony of a batch mate from my computer institute. This new house was built under wiring passing through two high-tension electricity pylons. When I went to the terrace I think I heard low-frequency humming from the wiring. Maybe my friend's family must be having some effects from this.
