I was going to answer but our PATAKHA jinxed_girl came and answered.

This Monument is built to pay tribute to the Shaheeds of Pakistan. A good place. our Capital Development Authority has done some good things to make our Margalla Hills a place worthy to visit, because people demand some facilities like these too + some natural beauty.

Both are now there. All who can visit this place must visit it.
