Secondly, NYC is not only city on earth, which has e-governance and all other countries are Africans, as you are making it sound like. And e-governance is not some UFO technology which Indian IT engineers can't implement themselves. So, stop bragging here like an idiot about how "efficient" your NYC system is, which is basically an over-expensive, in-efficient goliath system implemented by corporate connections of your billionaire Mayor, who rigged up rich amercan's tax-money.
And thirdly, you are 11 years late. GoI(Government of India) started implementing national IT grid(physical infrastructure/backbone of national e-governance) in year 2000. Actually it seems you are 20 years behind in time, when it comes to your knowledge of developments in India.
India started implementing e-governance in year 2000 and you have no f*cking idea what you are talking about. The Indian railways' Mumbai harbour Rail ticketing system volume alone is bigger than your pis*-poor NYC subway train system. So, maybe your NYC mayor should come here and take some lessons on how to manage such massive system on a very small budget and resources.
And, every bank in India is already connected to national electronic grid. There is no manual system here, except in remote areas like North-east where Fibre Optic cable work is in final phases. For those remote areas, every bank has direct satellite connection with his head branches in metro cities across India(and that too through ISRO's satellites, not your in-efficient over-expensive American satellites). This is only small example. The consumer and corporate payment settlement system of states electricity boards, of 12 states are already connected to National bank electronic grid system, which is only a secondary system as backup to BSNL's own national fiber grid.
I guess your so-called "free & fair" NYT source didn't tell you this because he was busy covering dirty Ganges & hallucinating over projections of negative image of India and has a habit of putting his nose at wrong end.

I heard that Indian IT companies have already started implementing e-governance networks and infrastructure in African countries, under direct Indian government agreement with those African countries. Poor you American, now who will give you fame and attention? And, where you will find "subjects" to sing tunes of American greatness?
