I have no idea whatsoever about radars.

The radar antenna in first couple of images suggest that it's a type of AN/SPS-49(Long range,L-band) mecahnically scanned radar.

About the later images, i can't make much out if it.Perhaps a better image/view or the video from which this snapshot has been taken will be helpful.

Too vague to tell exactly from who and for what mission. But from the non-dish or 'banana' shape...

...We know that this would be a fan beam antenna. Then depending on orientation, as illustrated above, we can only one more step deduce its primary purpose.

A vertically oriented fan (left) would be primarily for 360 deg volume search with secondary altitude or height finding feature.

A horizontally oriented fan (right) would be primarily for altitude or height finding radar and it would be quite sector or direction restricted.

Both types are of interest for air traffic control but for different stages of the targets. Volume search is simply to find out who is out there and how many. Altitude or height finding would be for something like looking over the runway and to provide controllers with different target altitudes so they can better schedule take-offs and landings. For military purposes, height finding systems are good for airborne target gunnery.

can the optical tracker mounted on any type of radar direct missiles while the radar is completely shut down ?

The reason why radar is used is because radar is an interactive sensor, meaning a medium (electromagnetic radiation) is sent to the target and when it returns to the radar, that return provides the radar with these vital information, called 'target resolutions':

- Direction (position)
- Altitude
- Speed
- Heading
- Aspect angle

Optics and infrared (IR) are passive sensors, meaning they depends on the target to give off certain characteristics. The analogy here is the difference between your skin and your eyes. When you touch something, the information you receive are:

- Texture
- Temperature
- Shape

Your eyes will give you pretty much only what the object look like in the visible spectrum.

So optics and IR sensors can only give position (direction) of the target. Not enough to provide any credible guidance to a missile other than where the target is. If the missile have its own sensor/guidance package, then such scant information is adequate. You can only hope your missile is sophisticated enough to outmaneuver the target.

Radar EMITS it's own energy and then calculates based upon reflection.

Optical sensor ONLY receive.

no light no fun !

It does not.

Radar is an interactive sensor and usually the reflections from the target is above background EM noise and these contrasts aid in the tracking of the target.

Infrared (IR) is a passive sensor and it also requires contrasts between the target and an IR background.

Aural is another passive sensor and also require contrasts between noise sources, such as differences in freq and amplitude between the violin, the tuba, and the cymbal in a symphony.

The keyword here is 'contrast'. Optical sensor is no different except that it require contrast in the visual wavelength. So if the target is beyond the visual sensitivity of the camera or simply out of range, then the optical sensor simply will not be of much help. Also does not help if the target is painted camouflage.
