One thing is rather obvious with Google news, if you keep reading a certain kind of news, it gives you more of that. For example, if I read more science news on certain topics, it gives more of that. If I don't read sports news, it gives me less of that. So, to some extent, it fits the selection to user's taste.
About poverty report: it might have been removed from the original or it didn't attract enough hits to be on page 1. It is really tough to be on page 1. It has to appeal to a lot of people even on the chosen keywords. I would think poverty reports may not be as popular.
Buddy take a look at the BBC investigation, it is pretty self explanatory. This is far beyond normal, tailored results.
Yes the algorithm is supposed to prioritise your most clicked subjects - but it has been subverted.

The fact that negative news on extreme poverty is buried under hundreds of duplicate articles with the same fudged data is the problem.
