It is one of the dangerous manifestations of the Stockholm syndrome. The victim, while identifying with and emulating the tormentors, has to direct his anger elsewhere. So where does the anger go??... to the fellow citizens, his brothers and friends who escaped being victims. It is envy mixed with impotent anger.
