The main sanctions were those preventing financial transaction by Iranian banks etc, none of which had anything to do with human rights and terrorism. The terrorism and human rights sanctions tend to be mostly unilateral sanctions by the US which have very little effect on Iran. So you obviously were missing the point here. The members were talking about the removal of the actual effective sanctions not some irrelevant sanctions.

Just yesterday, an Iranian company signed a 130 million dollar contract with a German-Austrian company to mutually design, test and manufacture engines in Iran using the latest European standards of Euro 6. And these are just the start days. As Iran's minister of industries said in Austria, Iran is no more interested in just buying technology and machines. Iran wants to mutually design and manufacture machines with European firms.
