Osama Bin Laden according what i've heard, was raised in Saudi Arabia, then fought on the US' side in Afghanistan, and at some point 'made the huge mistake' (that's what *i* call it, others might say 'had the courage'), to organize the 9/11 attacks on the World Trade Center in the USA and on other targets in the USA with more than 2 commercial airliner jets.
The fact that Osama Bin Laden was raised as a Saudi citizen (or even some form of Princehood / Saudi Arabian nobility class), does NOT, i repeat : NOT, make all Saudi Arabians or even the Saudi Arabian leadership(s), in any way responsible for the actions of the individual Osama Bin Laden.
We are all responsible for our own actions, and while yes, there is a grey area called 'aiding and sheltering' terrorists, the proverb 'one man's terrorist is another man's freedom fighter' has to be taken into account. Meaning : the Pakistani government should in my opinion not lose anyone's support for giving Osama Bin Laden a home where he could advise the next generation of muslim fighters (who are still too much stuck on the terrorism line of thinking in my humble opinion)..
Osama Bin Laden was given a sea burial to prevent him becoming a marter and inspiration for lots more suffering of (relatively) innocent people(s).

All groups with larger ambitions than running a village or a city, all groups that want to govern a country or much larger piece of land than their ancestors controlled, are a potential source of violent struggle, of trying to become rulers of large pieces of land by violent means (a.k.a. terrorism).
