People use corporate vpns to log into their corporate networks, tourists use it for accessing cheaper prices, other to watch movie’s releases a day earlier on streaming platforms and so on but primarily people use vpns to protect their privacy from targeted cookies and marketing.

Off course, if accessing a banned site in your country is the only use case you are aware of then its your limited knowledge- nothing to do with vpn.

The bills has nothing to do with what an individual does on the internet. It targets businesses that collect or export state secrets or personal data to an entity owned or operated or controlled by the government of an adversary nation.
