yar we can't be hanging everyone for the smallest infractions.

The problem is that our society is used to this behavior and you can't change how a rat behaves overnight.

Now we have two options:
1. Communist China in the 1950s where they put a bullet in the head of even the smallest infractions (estimated 60 million dead people)

2. Start a slow cultural change that will take 30 years to raise a new generation that will not tolerate this nonsense.

Suspending him is a good start.
If he does it again, then you can give more severe punishment.
