There is only so much India can offer Vietnam. In terms of of ships, India is too busy with its own modernization to offer export ships, they however can offer blueprint to the Delhi class which very capable ships. Brahmos, is a very good option and so is Akash especially with its price tag. Insas rifles but that would require the Vietnamese military to move towards Nato 5.56 rounds. Its best to wait until the new 6.8 round becomes available with rifles.
Above all it would training. India is already doing that. Building a competent military requires a lot of training, Vietnam submariners train with Indians and unlike the Arabs who complained about the conditions during training the Vietnamese naval officers did not. Military to military ties have been forged since the invasion of Vietnam from the US and has gradually warmed as Vietnam realizes the extent of Indian military thought. Arjun tanks would be good offer but would require a sizable investment from Vietnam since the tanks are as expensive as Nato tanks but they also have the same safety features for the crew. I think training is what Vietnam wants. The problem with the Vietnamese forces and the Chinese PLA is that both have conscript troops who do a minimum service time. That will reduce the effectiveness of any military. Vietnam should cut down on number of troops and concentrate on quality, even the PLA is upping the salary of service men and NCOs. The Indian and Pakistan military already dealt with this issue years ago but this is because of per-British tradition to serve. That being said, I think for Vietnam, I think future Tejas MK2 should be marketed towards Vietnam with the blessing of the US since it will have F414 engine an advantage and disadvantage.
Personally though, I think both the PLAN of China and Vietnam are to blame for aggression. A professional navy like India and Pakistan have mutual respect for each other and despite coming across each they don't ram each other often, if at all.
A good example would be the number of air intrusions in India. Of 28, 23 where by Pakistan and IAF interceptors chased them away in good will. 2 were from PLAAF who most likely lost there way. I don't think the PLAAF knows what to do when they impede on some ones elses air. In other words the PLAAF and PLAN don't have SOP to deal with Indian navy and airforce so they stay out of it unlike the PLA who sit down to talk and are fortunate the Indian border forces don't shoot them unlike the situation with Pakistan.
