China needs to set up specific zones as international magnets for well qualified immigrants. These zones should have English as a functionally second language so foreigners can integrate and live comfortably. I think Shenzhen, Shanghai, Chengdu can be candidates.

I have an idea. We should invest in male pregnancy technology.

Then legislate that every Chinese citizen must pay some semen or an ovum when he grows up. Then we look for a sufficient number of private prisons around the world (for example, there are many private prisons in the USA). Then pay these prisoners to help us conceive children. Finally, the government will establish a special institution to raise and educate these children.

Isn't it estimated that we will reduce 3million people every year? Then we only need to find 3million prisoners every year (If one million prisoners in China are not counted, there are more than 10million prisoners in the world, including 2.6 million prisoners in the United States alone). Even if we pay $3million for each child's birth and maintenance. Then 3million people need only $90billion.


BTW: And we will definitely reduce the crime rate around the world by a large margin. No man wants to be pregnant. This is also our contribution to world security.
