US to stay neutral as Pakistan, India prepare for UN showdown

ISLAMABAD / NEW YORK: Pakistan and India are gearing up for a showdown over the disputed Himalayan state of Kashmir at the 71st session of the UN General Assembly as Prime Minister Nawaz Sharif will be arriving in New York today (Sunday).

Premier Sharif, who will address the world body on September 21, is expected to highlight grave human rights violations by Indian security forces in their campaign to quell an uprising sparked off by the killing of a popular separatist leader in July.

His Indian counterpart, Narendra Modi, has decided to skip the session. And according to the Indian media, Foreign Minister Sushma Swaraj will lead the Indian delegation instead. She will take the podium on September 26, and Indian officials say she would counter Sharif’s speech.

Premier Sharif has conferred with the Kashmiri leadership in Muzaffarabad before leaving for New York on Saturday. He has already sent emissaries to world capitals to highlight rights abuses by Indian security forces in Indian occupied Kashmir (IOK) where more than 80 people have been killed and thousands injured in violent protests.

In his speech, Premier Sharif will nail down Pakistan’s position on key global and regional issues, but will specially focus on the situation in the IOK, according to a statement issued by his office. “The prime minister will call upon the international community and the United Nations to live up to their promise to offer the right to self-determination to the people of Jammu and Kashmir in accordance with the relevant UN Security Council resolutions.

“The prime minister will reinforce Pakistan’s call on the world body to play its role in immediately ending these grave violations,” said the statement.

Sharif will also dilate on the efforts of the present government to curb the menace of terrorism besides its endeavour to bring stability to the region.

According to sources, the prime minister will also meet US Secretary State John Kerry to discuss regional situation related to Pakistan. He will raise the matter of Indian intervention in Pakistan through its agents to sabotage peace. Sharif will also take up the matter related to cooperation between the two countries to eliminate terrorism and its supporters.

The prime minister will also meet Turkish President Tayyip Erdogan and discuss the situation that emerged after failed coup attempt of coup in Turkey. The two leaders will also discuss steps to further strengthen ties between the two countries, especially in the field of trade and defence.

The premier will also hold an extensive meeting with Saudi Crown Prince Muhammad bin Nayef to discuss the situation in the Middle East. Regional security challenges and relations between Pakistan and Saudi Arabia will also come under discussion.

Meeting between Prime Minister Nawaz and Chinese prime minister is also scheduled. The two leaders will discuss the progress on the multibillion-dollar China-Pakistan Economic Corridor (CPEC) project. They will also discuss the regional situation especially in Afghanistan.

Sources in the PM House told The Express Tribune that the premier is leading a top-level delegation, comprising more than 50 members, including diplomatic, defence and intelligence authorities as well as his trusted aides and staff members.

According to an official, Pakistan has decided also to take up the issue of involvement of RAW in fomenting terrorism in different parts of Pakistan, especially in Balochistan.

The decision to highlight Indian involvement in Balochistan has been taken after India accused Pakistan of the so-called human rights violations in the province at the UN Human Rights Council (HRC), he said, while requesting anonymity.

The official said the world hardly takes India seriously when it talks about Balochistan as it is not a disputed territory and Pakistan’s internal matter.

“The situation is otherwise when we talk about issues like Indian atrocities in the IOK and its involvement in terrorism in Balochistan and elsewhere. With the confessions of Indian spy, Kulbhushan Yadav, and all that we have a lot in store to call the shots,” he claimed.

Yadav, a serving commander in the Indian Navy, was arrested in March near the border region of Chaman when he was illegally entering into Pakistan via Iran. In a video confession, Yadav later accepted his involvement in subversive activities in Balochistan and Karachi.

Interestingly, a statement issued by the PM House following PM’s departure for the New York did not mention Pakistan’s proposed stance regarding India’s involvement in terrorism in Balochistan. However, it termed Sharif’s visit as ‘most important.’

Foreign affairs analyst Dr Hassan Askari Rizvi said not mentioning Indian involvement in Balochistan seems to be part of a strategy. “The focus is on Kashmir in the backdrop of huge uprising in the valley. By sticking to a Kashmir-centric policy and giving it preference over everything else, Pakistan wants to highlight the issue’s significance,” he told The Express Tribune.

Nawaz will also address meetings being convened to focus on the global refugees’ crisis. Pakistan is expected to highlight its decades’ long contribution in hosting millions of registered Afghan refugees, whose stay has been extended by the government till March 31, 2017.

WASHINGTON: As Pakistan prepares to highlight the current situation in India-held Kashmir at the UN General Assembly and India plans to counter it by raising the Baloch issue, the United States has made it clear that it will not back either side.

“What we have said — nothing is changed about our view that we want to see India and Pakistan work this out bilaterally,” said State Department spokesman John Kirby when asked to define the US policy on Kashmir.

The US was one of the co-sponsors of the United Nations Security Council Resolution 47 that calls for “a free and impartial plebiscite” in Jammu and Kashmir on the question of its accession to India or Pakistan. But since then, it has slightly changed its position and for the past several decades calls for bilateral talks between the two countries for resolving this dispute. Belgium, Canada, China, Colombia and Britain were the other sponsors of the resolution that the UN Security Council adopted at its 286th meeting on April 21, 1948.

When asked how he viewed Pakistan’s efforts to raise the issue at international forums, Mr Kirby said: “That’s for them to speak to.”

A popular uprising in the Kashmir valley this summer has once again highlighted the issue as about 100 people have already been killed and almost 10,000 injured in clashes with Indian security forces.

The killings forced UN High Commissioner for Human Rights Prince Zeid Ra’ad Zeid Al Hussein to declare that an international probe into Kashmir killings was imperative now.

Amnesty International also asked India to let its representatives visit the valley to assess the situation but instead of allowing it to do so, an Indian court registered a sedition case against the rights group.

In Islamabad, a spokesman for the Ministry of Foreign Affairs told reporters that Pakistan would ‘forcefully’ raise the Kashmir issue at the UN General Assembly in New York this week.

Prime Minister Nawaz Sharif has also said that he would raise the Kashmir issue in his address, urging the international community to live up to their promise of the right to self-determination to the people of Kashmir.

Mr Sharif, who arrives in New York on Sunday, has appointed 20 special envoys to travel across the globe for drawing attention to the situation in Kashmir.

Two senior envoys — Senator Mushahid Hussain and AJK President Masood Khan — are coming to Washington early next month to raise the issue with US leaders and at American think-tanks.

India plans to counter Pakistan’s efforts by raising the Baloch issue at the UN and other world forums, arguing that the Baloch are also seeking independence from Pakistan and deserve international support.

India is also backing efforts of some Baloch activists to hold a demonstration outside the UN headquarters during the prime minister’s speech.

Both Pakistan and India are trying to persuade the US to support their positions. The US, however, appears to have decided not to take sides.

Mr Kirby’s stance that the Kashmir dispute should be settled bilaterally between Pakistan and India is apparently a damper for Pakistan’s efforts to persuade other nations to condemn Indian atrocities in the Kashmir valley.

But his statement on Balochistan, at an earlier briefing, was equally, if not more, disappointing for India. He declared unequivocally that “the US government respects the unity and territorial integrity of Pakistan and we do not support independence for Balochistan”.

At Friday’s briefing, the State Department spokesman also ignored efforts to make him condemn the ongoing paramilitary operations in Karachi, but did convey US concern over the situation.

“We’re monitoring those events very closely,” said Mr Kirby when asked what the US assessment was of the Karachi situation.

“We’re aware that Pakistani security forces have arrested some MQM members allegedly involved in violent protests and that these operations have included the closure and demolition of offices deemed to have been illegally constructed,” he said. “But I’m going to refer you to the government of Pakistan for the latest information about these events.”

Asked if the Muttahida Qaumi Movement had shared its assessment of the situation in Karachi with the State Department, Mr Kirby said: “I’m not aware that there had been specific concerns relayed to us by members of the MQM.”

“But have you spoken to the Pakistani officials on this?” asked the reporter.

“We routinely communicate with our Pakistani counterparts about issues like this,” the US official replied.

The US position is not neutral. Their actions are clear as crystal. No doubt they support India because this suits their interests. They will only keep mum on this issue because they cannot afford to displease and totally alienate Pakistan even though they would love to do so. No country on this planet no matter how powerful can disavow another country. Case in example is Russia US Cold War relations. Of course the Americans support the Indians behind closed doors. Luckily Pakistan always has China on its side. An ally we can trust with our eyes closed.

Its all due to Pakistan involve both UN and US to resolve Kashmir issue and this statement reflect US frustration to fail bringing India to negotiation table. It seems resolving Kashmir issue will give India two legs to stand infront of China. Due to Kashmir issue India is unable to get any power in UN . And west want India to neutralize growing Chinese influence in the region.

US-India are transactional which US-Pakistan relations are strategic.

For all the talk of US pivot against China, US-China relations are much deeper than US-India relations.

The Simla Agreement binds Pakistan and India to resolve all their issues bilaterally. No third party can get involved unless both parties agree to such mediation.
