Kaveri program had a lot of issues including stability of engines, material creep and these coupled with complete absence of any experience in Indian industry led to the state the program finds itself in today.
However even in failure to deliver a matured project, India has got an amazing amount of experience and now if some helping hand is available, we must grab it without hesitation.
Technologies like manufacturing of single crystal blades, digital control of engines are some areas where cooperation from anyone should be welcomed.

We also call JF17 Chinese even though the engine is Russian. Because its the design that's
Chinese, components today are sourced from all over the world. Ideally a critical component like Engine should be home built, but the technology is truly difficult to master, so will take time, same as it has taken China.
