if US refuse to help VN, then we will join with China to attack Taiwan-US and its allies, US will get it bigger trouble than transferring nuke tech to VN

And Iran need it against Israel. Who do Vietnam need to use its nukes against? Don't make a fool out of yourself.

PS hint, you cannot use ballistic missile to try cloud seeding, you need low cloud cover to make rain, not atmospheric cloud.
