Because Japan with their H-IIA rocket technology can build the solid fuel ICBM which is a real threat to the American soil once it has acquired the nuclear weapons.

Whereas Vietnam got nothing, since you don't have the ICBM technology, thus they may give you a free pass.

VN is the first Asia nation sending men to the space.Russia can teach us ICBM tech at any time.But it cost lots of money for ICBM project,so we dont learn it now.

The H-IIA rocket can be converted into the solid fuel ICBM of more than 12,000km, thus it makes no difference for China and America.

Last time I check VN is a signatory of the NPT Not to mention that your nuclear plant doesn't have the capability nor capacity to enrich Uranium over 90%. The Shaddock are museum piece. Modern SAM can shoot it down without any trouble. If India & Pakistan still can't fit nuke on their missiles what makes you think that a late comer like Vietnam can.

We just signed it for Fun. We will have some new nuclear plants soon and No one can check if we enrich Uranium over 90 % or not.

Upgraded Shaddock speed is 2,5 mach now and we can ask Russia to increase its speed if we need to. Russia sold us nuke capable missile, so she can teach us how to fit the nuke on it,too .

Computer engineers are changing the ways of molecular science by using safer testing techniques on nuclear test weapons.

Saurabh Bagchi, an electrical and computer engineering associate professor, has been working on a supercomputer that monitors a nuclear weapon’s performance by examining its molecular detail. The computer simulations’ purpose is to certify the weapon’s use so it won’t act up if it ever needed to be used.

“Because of international treaties, (scientists) can no longer go into the New Mexico desert and blow up nuclear weapons to test them,” Bagchi said. “So, instead, we run large scale simulations to test their health. These simulations model exactly the interactions at a molecular level. They answer questions like, ‘If we trigger this kind of chemical reaction, what could happen?”

Israel has no H-bomb, while France and UK tested it in the 1960s, but now it is not the 1960s.

You gonna get nailed for testing a H-bomb in the middle of the Pacific Ocean.

We already took the opportunity to testify everything back in the 1960s to the 1970s, now we have the first hand information about the Atomic bomb and H-bomb. With these first hand informations, we can use it to simulate with our supercomputer.

You don't have the first hand information, thus you can never know if your nuclear weapons are reliable or not.

But you can't testify right now in the middle of the Ocean, those western enviromental organizations will pressure on you and the West will take the opportunity to put the sanction on you to crush your economy.
