In my opinion India will not back such a move as it will be contested at local political level inside India. Kashmir will be highlighted and it will make matters worse for Delhi as far as human rights issue goes.
Anyways Why will the US be contented with just a mere base in Kashmir why not have the whole of India representing a unsinkable aircraft carrier.
Pakistan will also likely oppose such a move but US may get its way if it so wishes. while China might take this as a provocation and there response can be hard to predict but will surely make the whole region more volatile i guess.
