I mean forget about why countries have war reserves etc but you dont want us to worry about how PAF F-16s wont be sticking it to your pilots in a future war. I mean that is really thoughtful of you.

He is right u dont know these white two faced devils.
More F16s are only going to become a problem.
Better yo make JF17 equal to block 70.
And export as much as possible. To generate profit to make even more weapons and establish a high quality arms industry.

There is nothing that can match the performance of F-16, MLU or block 50/52.
No doubt JF-17 is a good fighter but needs improvements. That requires a lot of money and Investment that Pakistan does not have, banks are empty and with a huge loan burden. We need slow study improvements in JF-17 block 2 to block 3 and if needed block 4.
F-16s are not going to be free but it will have greater psychological impact on Indians. Just remember China does not give anything for free either , there is always some string attached. It's only because of Paf planning or lack of it that we don't have
JH-7b (40 million) and J-10S (65 million) in PAF.

Although the egg and basket saying is correct but Pakistan Armed forces mostly uses a mixture of different technology vendors to equip its forces. Equipment could be chinese but components could be western/European.

Answer

The US has not refused to provide F-16 planes to Pakistan. The US officials, however, were barred by the Congress to utilize funds from the military assistance for Pakistan previously agreed upon between the two countries. There is no bar on Pakistan to buy the F-16s from the national funds.
