Doesnt work that way. The reforms are meant to have the leading influencers who can play a constructive role. With brexit, germany dictates terms in europe.
Japan has a lot of soft power and is itself looking at reforms of its defensive doctrine.
Africa and south america still dont have any country with similar clout.
Reforms wont happen for only one country.

China won't even let India into the NSG even though it's just a token gesture, since India already has the NSG waiver. Yet China is still blocking it.
