When you chop the head off a Hydra, more heads appear.

They tried to blitz Iraq before, and it turned from a country with no active terrorist groups (pre-2003) to being worse than Somalia right now.

If the people on the ground support ISIS, there is very little that can be done against them. Much of the blame goes to Maliki for playing the sectarian card all these years, they need a government that they can support.
