Undo 18th Amendment

So what we need is another Zia or Musbi type person with full (open) backing of establishment who will enforce the required changes on each provincial assembly and will implement the updated constitution.
And than rule for 10 years atleast so that stability can be brought to the society and country on every major front (economic front specially and re-education of Political support base).

Or keep the 18th amendemnt
Make south punjab separate province(support is there since PMLN would want it happens so it can gain a chnace at center)
Do clear census to give karachi large enough votes to be king maker in sindh
Ensure free elections


Increase non taxable revenues so that center doesnt become bankrupt, roll back center PSDP and let provinces spend, again so center is not bankrupted


None of these need 2/3 majority or amended in constitution
Problem in 18th amendment is center is bankrupted

Center needs to roll back PSDP instead ask provinces to spend and hand over all responsibilities to provinces why is center still building motorways ..provinces should be mandated to do it

Center can also increase non divisble pool income like regulatory duties and decrease divisble income like sales tax

Remove provincial assemblies, legislation should be done at federal level. Education should be under federation. Development & Administration should be transferred directly to local governments, national assembly should do just legislation and keep check and balance over performance of local governments.

No , this only means there is no voice of small provinces ...you can't make federation strong by making capital strong ...

If people sitting in provincial assemblies are the 'voice' then decentralization will fail either way. That voice will be born when center imposes educational emergency on people and we see some sense prevail as a result.18th amendment failed in its very own spirit when all the revenue generating ministries were still kept under federal control..
A decentralized model cant work till institutions work at every level and are kept in check down the hierarchy.
