Maybe in terms of cost compared to normal aircraft carriers as well as able to launch an amphibious assaults, but better than an aircraft carrier, nah.

I haven't seen any obvious evidence indicating it is under construction now.

Is it possible the PLAN takes one or even both of its two Kiev class carriers and turns them into light carriers, or even further into the Type 076; full flight deck with a well deck. The island structure could be made a lot smaller, something similar to the island used on the Type 003, and the angled deck would make it also capable of launching the J-35 and UAVs if desired, and if the ski ramp is removed and catapults added it could even launch fixed wing AWACS, as it would be a similarly sized to the French Charles De Gualle carrier. The two ships are old, but so considering the two hulls are just rotting away in an amusement park or a lagoon, seems like a potentially worthwhile investment.
