Nope. It is very possible. The US has a lot of clout but not all the time and not everytime. There are OPEN opportunities or the United States to nab Hafiz Saeed when he is out of country for the little while he is. They do NOTHING.
Because HS does NOT work directly against the interest of the United States. He is a terrorist, just not high on the priority list.

I think he could only travel to the countries that havn't enlisted him as terrorist.. let's wait and see if he can travel to UAE in coming years.

Perhaps he may not be able to. But as I said, it depends on the ability of his links with his Arab supporters(for non-Kashmir related but sectarian purposes) and others.
