Close on the heels of a series of big visitors, New Delhi is preparing to welcome Turkish President Recep Tayyip Erdogan in the first week of May for a visit that will be significant both for its timing and impact on bilateral ties, MEA and Turkish officials confirmed to The Hindu.

The Turkish President is expected to travel to Delhi with a large entourage of ministers, officials said, for his first visit to India since 2008. In 2015, Mr. Erdogan put off his plans to travel to India after a series of protests in his country.

‘Long overdue’

“This visit was long overdue, and we have been preparing for it for sometime, ever since it had to be put off in August 2015,” a Turkish diplomat said, adding that President Erdogan and Prime Minister Narendra Modi share a “good relationship”, having met twice already, including once in Turkey for the G-20 summit.

Officials also confirmed that the new Turkish Ambassador to India Sakir Ozkan Torunlar, who was earlier handling the India desk in the Turkish Foreign Ministry, will present his credentials to President Pranab Mukherjee on March 29 to facilitate protocol ahead of the visit.

Officials on both sides didn’t wish to speak about the expected outcomes of the Erdogan visit, as discussions are ongoing, but said they would broadly follow the “road map for cooperation” in various fields, including tourism and trade, which was signed by visiting Foreign Minister Mevlut Cavusoglu and External Affairs Minister Sushma Swaraj in Delhi last August.

Mr. Erdogan’s visit will also come a month ahead of the Nuclear Suppliers Group plenary session where India will once again push its bid for membership. In June 2016, Turkey had backed a “process-based” approach for inducting members, and was understood to have wanted both Pakistan and India to be considered together. Turkey’s close ties with Pakistan, including a strategic partnership between them, have led to the two countries aligning themselves on several issues. During a visit to Islamabad in November 2016, President Erdogan had said that events in Kashmir “continue to hurt our conscience,” in a reference to violence in the Valley as he addressed a joint session of the Pakistan Parliament, while Foreign Minister Mr. Cavusoglu said “Turkey fully supports Pakistan’s position on Jammu and Kashmir.”

Turkey is also a member of the Uniting for Consensus group of countries that oppose U.N. Security Council Memberships to be increased, another source of friction between the two countries, where India would like to see some flexibility.

No response from MEA

On its part, Turkey will hope for an endorsement for recent government moves and a crackdown on dissidents that have drawn international criticism, especially after the failed coup in July 2016. Former Turkish Ambassador Burak Akcapar had publicly called on the Indian government to take action against India-based supporters of the man they allege was behind the coup, Fethullah Gulen. India will be among the first countries, if not the first to also welcome the Turkish President after what is being seen as a controversial referendum on April 16th which will turn Turkey from a parliamentary democracy to an executive presidency, abolish the Prime Minister’s post, give the president several new powers, and allow him two five-year terms after the next elections in 2019.

The MEA did not respond to requests for any comments on the visit or the planned referendum. As The Hindu has reported earlier, Mr. Erdogan’s visit in May will follow visits by Malaysian PM Najib Razak, Bangladesh PM Sheikh Hasina, and Australian PM Malcolm Turnbull in April.

Balancing Turkey, Cyprus, Armenia

India is attempting a delicate balance this week, scheduling visits by the President of Cyprus to Delhi and a visit to Armenia by Vice-President Hamid Ansari just days before the government prepares to welcome Turkish President Recep Tayyip Erdogan.

While Mr. Ansari is in Armenia and Poland for a visit from April 24 to 28, Cyprus President Nicos Anastasiades is in India from April 25 to 29 and President Erdogan from May 1 to 3, which is his first visit abroad since he won the referendum in Turkey this month.

Although External Affairs Ministry officials are calling the scheduling of the visits pure “coincidence”, it is being seen as a diplomatically awkward moment for New Delhi given that both Cyprus and Armenia do not have diplomatic ties with Turkey and are both bitterly divided with Ankara over both history and religion.

Call for mediation

To complicate matters further, India has been drawn into the dispute with Mr. Anastasiades calling for Prime Minister Narendra Modi to mediate with President Erdogan to support the talks process between the Cyprus government in Nicosia and the Turk-controlled area of North Cyprus, a dispute that dates back to the 1970s and now involves U.N. monitoring.

“We shall ask Prime Minister Modi if he has any kind of possibility to intervene on the Cyprus question. The Indian government supports us on the basis of the U.N. resolution,” President Anastasiades said in an interview to The Hindu last week.

Admitting that New Delhi had not responded to the request yet, Cyprus’s High Commissioner to India Demetrios Theophylactou said he hoped India would agree to play a role given its “leverage” on the international stage. “India has been a consistent supporter on a principled basis of Cyprus’s position in the dispute. As we try to make further progress, it is essential that countries like India support the process both within the UN, and with the players in the dispute,” he told The Hindu ahead of President Anastasiades’s visit to Mumbai.

Mr. Ansari’s visit to Armenia has similarly thrust India into the dispute between Armenia and Turkey, as Turkey sided with Azerbaijan in the war in 1993. His visit to the memorial for the Armenian Genocide dedicated to 1.5 million Armenians killed during the rule of Turkey’s Ottoman Empire there in 1915 this week would strike a sensitive chord, given that Turkey continues to deny the genocide.

On an article about Turkey’s denial, Mr. Ansari told students in Yerevan that it “raised a question certain states would find it hard to reply to.”

Kashmir issue

Relations between the three countries and their relations with India are also tinged with sensitivities over Kashmir, as they are now with India’s desire for a seat at the Nuclear Suppliers Group. While Cyprus strongly supported India’s case at the NSG last year, Turkey was seen as an outlier, insisting on a process that admits Pakistan too.

New Delhi: Prime Minister Narendra Modi will hold bilateral talks on May 1 with Turkish President Recep Tayyip Erdogan, who will arrive here on April 30 on a two-day state visit to India, a senior official said on Thursday.

At a media briefing here, Ruchi Ghanashyam, Secretary (West) in the Ministry of External Affairs, said that Modi will hold delegation-level talks with Erdogan after the visiting dignitary is given a ceremonial welcome at the Rashtrapati Bhavan on the morning of May 1.

President Pranab Mukherjee will also host a dinner banquet in honour of the Turkish President.

Erdogan is visiting India after he won a referendum in his country earlier this month which gave him more executive powers as President.

Ghanashyam said that, during the visit, Erdogan will be accompanied by some cabinet ministers, senior officials and a 150-member business delegation that will take part in a a meeting of the India-Turkey Business Forum.

Stating that bilateral trade between India and Turkey stood at $6.4 billion, she said: "India's main export products to Turkey are textiles and fabrics, chemicals, pharmaceuticals, plastic products, machinery and automotives."

She said that there was scope for cooperation in other areas such as construction, infrastructure development, renewable energy, tourism and film shooting.

A number of Indian companies have established their presence in Turkey through production facilities or project participation.

"Both India and Turkey have been battling terrorism for long and understand the need for acting against this global menace," Ghanashyam stated.

She said that following the talks between Modi and Erdogan on May 1, some agreements that are currently being finalised, are expected to be signed.

Erdogan last visited India in 2008 when he was the Prime Minister of his country.

President Mukherjee visited Turkey in 2013. Modi also met Erdogan on the sidelines of the G20 Summit in Antalya, Turkey, in 2015.

New Delhi: Turkish President Recep Tayyip Erdogan and his wife Emine Erdogan will arrive in New Delhi on Sunday on a two-day visit to India.

The Intelligence Bureau (IB) has directed security agencies to ensure that he be provided the highest security cover in the wake of threats from ISIS.

The IB has even demanded that his aircraft be guarded at all times during his stay in the capital.

A special request to allow officers deployed for his personal security to carry weapons has also been placed.

He will meet President Pranab Mukherjee, Prime Minister Narendra Modi and Vice-President Hamid Ansari.

After ceremonial reception at the Rashtrapati Bhawan on Monday, the President Erdogan will also lay Wreath at the Samadhi of Mahatma Gandhi at Rajghat, MEA sources said here.

Among his official engagement include call on by Minister of External Affairs Sushma Swaraj.

He will also attend a Business Event and interact with industry captains.

During his stay, there will be also a Conferment of the Honorary Degree on President Erdogan by the Jamia Milia Islamia University.

Erdogan had visited India in 2008, when he was prime minister. After eleven years as Prime Minister, he was elected President in 2014.

This will be his first visit to India as President.

Your Excellency President Recep Tayyip Erdogan, President of the Republic of Turkey,

Distinguished Ministers,

Members of the Turkish delegation,

Friends from the Indian business community,

Ladies and Gentlemen!

I am delighted to have this opportunity to interact with the leading businessmen in today’s Forum. I extend a warm welcome to President Erdogan and all our Turkish friends present here. It is a pleasure to see a large number of business delegates accompanying President Erdogan. I am also very happy to see the participation of many Indian business leaders.

Friends,

India and Turkey enjoy great historic and cultural connect. We also share a common outlook on the present economic order in the world.

Now, economic cooperation is becoming an important pillar of every bilateral relation. India and Turkey enjoy good economic ties. The growth in our bilateral trade over the years has been impressive. I understand that bilateral trade has increased significantly since President Ergodan last visited India. It has gone up from US Dollar 2.8 billion in 2008 to 6.4 billion in 2016. While this is encouraging, the level of present economic and commercial relations is not enough against the real potential.

Friends!

India and Turkey are among twenty largest economies in the world. More importantly, both economies have shown remarkable stability even in volatile global economic conditions. Our economies are based on strong fundamentals and for this reason, we are optimistic about our economic prospects.

There is immense goodwill for each other between the people of the two countries. As we strive to build stronger political ties, the time has come to also make more aggressive effort to deepen the economic relations. We have a long history of doing business with each other. We have to build on this rich heritage.

There is huge potential and opportunity to enhance the bilateral engagement. This is possible through trade and FDI inflows, technology tie-up, and cooperation on various projects. In this context, we have seen some increase in participation of Turkish companies in India. This has come through investment in blue chip Indian companies and FDI route in the last few years. However, such cooperation could go upto small and medium enterprises. Today’s knowledge-based global economy is continuously opening new areas. We must factor this in our economic and commercial interactions.

You can see that the governments of both sides are committed to provide a business-friendly environment. However, it is the business leaders such as you who have to turn the national goal into reality for mutual benefit of the two nations.

The Indian political system is known for its vibrant, open and participative democracy. Stability in political and administrative processes, and rule of law are the hallmark of our system. And these are important considerations for any serious long-term economic engagement.

My government came to power in this very month three years back. Since then, we have launched several initiatives to reform the economy and administrative processes. We have also launched several flagship programmes like Make in India, Start up India and Digital India. The result of these is already visible in the recovery of Indian economy. Today, Indian economy is the fastest growing major economy in the world. In addition to maintaining this pace, our focus is also to remove the inefficiencies from the system. We are in the process of building a New India. Therefore, our focus is on making it easier to work; particularly to do business. This includes reforming the policies, processes and procedures. It also includes creating conditions and facilitating domestic and foreign investment.

We have achieved lot of success and recognition on this front. Our Global ranking has gone up on many parameters. However, this is an ongoing effort. Therefore, it has to continue. It is basically a shift in attitude and approach. The objective is to make India a better place to enable people realize their potential. This is required in particular to provide employment and self-employment opportunities for our youth. The recent GST Legislation is another such initiative of my Government. This was an old demand to create a uniform and efficient business atmosphere in the country.

I know that Turkish construction companies have successfully undertaken many construction and infrastructure projects in other countries. Our infrastructure requirements are enormous, including core as well as social and industrial infrastructure. We are keen to build it strong and build it fast. Turkish companies can easily participate in this task. Just to give you some examples:

We have planned to build 50 million houses by 2022. For this purpose, we have repeatedly refined our FDI Policy in construction sector;

We are planning metro rail projects in fifty cities and high speed trains in various National corridors;

We have targeted 175 Giga Watt of renewable energy in next few years;

In addition to generation of electricity, the issues of transmission, storage and distribution are equally important for us;

We are modernizing our Railways and upgrading our Highways. In the last three years, we have made maximum allocation for these two sectors;

We are putting up new ports and modernizing the old ones through an ambitious plan called Sagarmala;

Similar focus is on upgrading the existing Airports and putting up regional airports to enhance connectivity to the places of economic and tourist importance.

The Turkish tourism sector is globally renowned. The number of Indian tourists going to Turkey has increased in the last few years. Turkey has also become a popular destination for shooting of Indian films and for television industry. While we should definitely encourage two-way tourism, the industry should explore wider possibilities in this area. One example could be to reach out to our Regional Film Industry which is equally vibrant.

We are aware that India and Turkey are both energy deficient and our energy needs are ever increasing. Hydrocarbon sector is therefore a common area of interest for both countries. The same would also be relevant for solar and wind energy.

Therefore, the energy sector becomes an important pillar of our bilateral relations. Mining and food processing are other areas with great promise. We can also pool together our strengths in the textile and auto sectors. Turkey has a strong manufacturing sector and India is a low cost manufacturing hub. Besides the cost aspect, we have a large pool of skilled and semi-skilled work force and strong R&D capabilities.

I am pleased to note that the mechanism of India-Turkey Joint Committee on Economic & Technical Cooperation is working well. In its next meeting, the Committee could undertake a review of the measures to be taken for promoting two-way trade and investment.

Similarly, I would also urge the Chambers of Commerce & Industry of both sides to engage with each other pro-actively. Our processes should work closely both at the government and B-2-B level.

I would like to thank President Erdogan , members of the delegation and members of Indo-Turkish business chambers for attending today’s forum. This is really an excellent opportunity for bringing together the Indian and Turkish business community.

Let us work together for enhancing the level of our economic activities for welfare of our people. From the Indian side, I welcome you with open arms.

We have achieved lot of success and recognition on this front. Our Global ranking has gone up on many parameters. However, this is an ongoing effort. Therefore, it has to continue. It is basically a shift in attitude and approach. The objective is to make India a better place to enable people realize their potential. This is required in particular to provide employment and self-employment opportunities for our youth. The recent GST Legislation is another such initiative of my Government. This was an old demand to create a uniform and efficient business atmosphere in the country.

I know that Turkish construction companies have successfully undertaken many construction and infrastructure projects in other countries. Our infrastructure requirements are enormous, including core as well as social and industrial infrastructure. We are keen to build it strong and build it fast. Turkish companies can easily participate in this task. Just to give you some examples:

We have planned to build 50 million houses by 2022. For this purpose, we have repeatedly refined our FDI Policy in construction sector;

We are planning metro rail projects in fifty cities and high speed trains in various National corridors;

We have targeted 175 Giga Watt of renewable energy in next few years;

In addition to generation of electricity, the issues of transmission, storage and distribution are equally important for us;

We are modernizing our Railways and upgrading our Highways. In the last three years, we have made maximum allocation for these two sectors;

We are putting up new ports and modernizing the old ones through an ambitious plan called Sagarmala;

Similar focus is on upgrading the existing Airports and putting up regional airports to enhance connectivity to the places of economic and tourist importance.

The Turkish tourism sector is globally renowned. The number of Indian tourists going to Turkey has increased in the last few years. Turkey has also become a popular destination for shooting of Indian films and for television industry. While we should definitely encourage two-way tourism, the industry should explore wider possibilities in this area. One example could be to reach out to our Regional Film Industry which is equally vibrant.

We are aware that India and Turkey are both energy deficient and our energy needs are ever increasing. Hydrocarbon sector is therefore a common area of interest for both countries. The same would also be relevant for solar and wind energy.

Therefore, the energy sector becomes an important pillar of our bilateral relations. Mining and food processing are other areas with great promise. We can also pool together our strengths in the textile and auto sectors. Turkey has a strong manufacturing sector and India is a low cost manufacturing hub. Besides the cost aspect, we have a large pool of skilled and semi-skilled work force and strong R&D capabilities.

I am pleased to note that the mechanism of India-Turkey Joint Committee on Economic & Technical Cooperation is working well. In its next meeting, the Committee could undertake a review of the measures to be taken for promoting two-way trade and investment.

Similarly, I would also urge the Chambers of Commerce & Industry of both sides to engage with each other pro-actively. Our processes should work closely both at the government and B-2-B level.

I would like to thank President Erdogan , members of the delegation and members of Indo-Turkish business chambers for attending today’s forum. This is really an excellent opportunity for bringing together the Indian and Turkish business community.

Setting the stage for intense diplomacy, Turkey has urged for multilateral dialogue to solve the Kashmir issue between India and Pakistan. In comments made to an Indian TV channel, President Recep Tayyip Erdogan called for an end to the casualties in the Valley and said Turkey is willing to be involved in finding a lasting solution to the question of Kashmir.

“We should not allow more casualties to occur and by strengthening multilateral dialogue, we can be involved, and through multilateral dialogue, I think we have to seek out ways to settle this question once and for all, which will benefit both countries,” President Erdogan was quoted as saying in an interview to news channel WION, according to a press release issued by the channel.

10:15 am: President Erdogan will be hosted at the Dr. M.A. Ansari Auditorium of the Jamia Milia Islamia where Vice-Chancellor Lt. Gen. (Retired) M.A. Zaki will confer the Degree of Doctor of Letters to him.

In recent years, Jamia Milia Islamia has emerged as an important centre for studies in Turkish language and culture.

11: 25 a.m.: First Speech by President Erdogan begins

"My friend Modi and I are very happy to attend this organised by FICCI and CII. Since independence of India ties improved I met PM Modi before this meeting and agreed for comprehensive economic cooperation."

11: 45 a.m.:
Turkish and Indian companies have made investment in third countries. The potential for bilateral investment much higher. Turkey is a gateway for India, President Erdogan says.

Turkey is the largest democracy in the region. India is fastest growing economy. India Turkey Space cooperation is noteworthy

Nuclear energy and renewable energy are possible fields of cooperation, he says.

11: 50 a.m.: 'Come to Turkey for honeymoon'

79,000 tourists from India visited Turkey but we want more Indian tourists," President Erdogan says. PM Modi has turned tourism into a driving force.

"Come to Turkey for your honeymoon."

Turkish Airlines would like to increase destinations and flights to India, he says.


3.25 p.m.:MoU signed between foreign service institutes of India and Turkey

3.29 p.m.: Second mou is on cultural exchange between 2017 to 2020. Third MoU between telecom authorities of India and Turkey

3.30 p.m.: India and Turkey joint press statement begins.

3.30 p.m.: Prime Minister Narendra Modi thanks Turkish President Erdogan for hosting him during G20 summit. He said this in his joint press statement along with the Turkish President

3.31 p.m.: Mr. Modi said Rumi found home in Turkey but enriches India. He also has held comprehensive discussion on bilateral ties.

3.35 p.m.: Mr. Modi said "Will encourage stronger partnership of Turkish companies in flagship programmes." He also said "Constantly evolving threat from terrorism is shared worry of India and Turkey."

3.36 p.m.: The Prime Minister said "Nations need to stand and act against states that finance cross border terror."

3.37 p.m.: President Erdogan and Prime Minister Modi discussed need for UNSC expansion. Mr. Modi also thanked President Erdogan for productive discussion

3.38 p.m.: While speaking at the joint press statement, Mr. Erdogan said "I am honoured to be welcomed by President of India and PM Modi"

3.39 p.m.: Mr. Erdogan said "I condemn terror attack of April 24. Terror networks spread tears and unhappiness."

3.40 p.m.: Mr. Erdogan said "We will never bow down to terrorism. India is an important country in terms of diplomacy and economic strength."

He added "I also spoke to External Affairs Minister Sudhma Swaraj and mr. Modi and had a productive engagement. We spoke about measures that will advance bilateral ties."

3.43 p.m.: While speaking at the joint press statement Mr. Erdogan said "Energy and infrastructure have a lot of bilateral potential. Flights and destinations from Turkey should be increased. We suggest we should trade in our own currencies and avoid other currency." Mr. Erdogan further added that "Fethulla group is a terrorist network".

3.44 p.m.: Mr. Erdogan said "We are telling all our friends about the dangers that Fetho group poses. This group is present in 100 countries." He added "Xenophobia is a major problem in Europe."

3.45 p.m: Mr. Erdogan asserted that "India and Turkey should stay together in combating these challenges."

6.45 p.m.: India categorically conveyed to Turkey its position that Kashmir was essentially a terrorism issue, says MEA. India told Turkey it is ready to resolve all bilateral issues with Pak, including Kashmir: MEA on Turkish President’s suggestion of multilateral dialogue.
