Militaries have their own intelligence wing so what is need of another.
Our own R&AW & even CIA is civilian but I didn't know its hamper their operations.
Be a dividing opponent country or absorb a whole country in their own or controlling puppet government of neighbors.

ALTOY KÜRESEL GÖZLEM UÇAĞI (GLOBAL OBSERVER)
UAS – İnsansız Hava Sistemi Genel Bakış
ALTOY-Küresel (GO) uçağı yüksek iritfada uzun süre havada kalabilen (HALE) insansız hava aracı sistemidir (UAS). İnsanlı ve insansız hava araçları yeteneklerine ilaveten uydulardaki gelişmiş özellikler de bu gözlem aracında birleşmektedir. Stratosferde görev yapabilen GO, yeryüzünden 20 km yükseklikte havada asılı bir naklen yayın aracı gibi durmakta ve 1000 km. çapında bir alanı gözetleyebilmektedir. Uçağın tüm parçaları diğer sabit kanatlı uçaklardan 3-4 kat daha fazla esneklik ve havada kalma kabiliyeti sağlayacak şekilde tasarlanmıştır. Devrimsel nitelikte olan sıvı hidrojen yakıtlı itme sistemi, oldukça hafif ve dayanıklı gövdesi sayesinde daha önceden hiç tasarlanmamış düzeyde bir kabiliyet ve yarar sağlamaktadır. Tek depo yakıtla 5 gün havada kalabilmektedir. 66 ton fosil yakıtla (JP-8) yapılabilecek uçuşu 1 ton hidrojen yakıt ile gerçekleştirebilmektedir.

53.3 metrelik kanat genişliği (Boeing 737’nin kanat genişliği 34.32 m.) ile kapsama alanında bir uydunun yapabileceği tüm muhabere yeteneklerine sahiptir. Uygun maliyetli, sürekli ve net bir muhabere imkanı sunmaktadır. Topografik açıdan oluşan engelleri ortadan kaldırarak daha iyi iletişim sağlamakta ve komuta kontrol merkezlerine gerçek zamanlı bilgi aktarmaktadır. Birbiri ile daha fazla bağlantılı bant genişliği ve rota verileri sağlamaktadır.
Doğal Afetlerde Kullanımı
Küresel gözlem uçağı deprem, kasırga, yangın gibi afetlerde kesintisiz haberleşme imkanı sunmakta, bu olayların izlenmesinde, tahliye, ilk yardım ve müdahale operasyonları için bilgi ve komuta kontrol sağlayabilmektedir. Gelişmiş yük kapasitesi ve geniş kanatları ile zarar görmüş haberleşme merkez ve antenleri, mikrodalga röle ve uydu bağlantılarında alternatif muharebe irtibatı sağlamaktadır.
Sınır Güvenliği
1000 km çapı içerisinde kamera ve sensörler istenilen noktaya yönlendirilip kara ve denizden oluşabilecek sınır ihlalleri, kaçakçılık gibi faaliyetler Küresel Gözlem Uçağı tarafından gerçek zamanlı olarak istenilen merkezlere aktarılabilecektir. Uçtuğu rotanın 500 km sağı ve solunu görebilmektedir.

The agreement establishes the first step towards future collaboration on civil and military avionics, electronics and electro-optical systems, sensors and communication systems. Solutions for Intelligence Surveillance and Reconnaissance applications such as electro-optical cameras, avionics and communication systems for AeroVironment’s “Global Observer – High Altitude Unmanned Air Vehicle” would be developed and presented to target international markets by ASELSAN.
By working together through this agreement, the parties aim to access new markets and explore potential opportunities in multiple countries.

Sorry, under the Topic MİT ? I really didn't see. The News that MİT wants this System as a gap filler, until TR-Family of satellites will be active, was first published after IDEF 2015
