The Artillery Missile KHAN--What the heck is that mean? They downgraded it from ballistic missile to an artillery missile?

It's always been a quasiballistic missile, naming it in such a way with accompanying description allows the missile to be exported more easily..
Israel also names their LORA missile in a similar fashion..

Is the first letter of the costumer country's name "A"? and second letter is "Z"?
