All is possible, TRT-Haber hasn't confirmed yet.
Could be PKK attacking Türkmens in Kerkük.
But, Hasb-i Shabi made a deadline of 48 hours and announced that they are also ready to strike.

it's actually not striking, Baghdad wants to return ISF presence to Kirkuk which is lawful. If Peshmerga decide to respond to such a move with aggression then KRG is the aggressor, Abadi has been doing a lot to make this known to world leaders to put Baghdad on the good side which is the case now. KRG has a lot to lose, if they open fire on the ISF they are aggressors and they're weaker militarily. If they don't open fire then the ISF will be back in Kerkuk.
 

Good source, although outskirts is a vague term.

Abadi always states that the ISF will not attack KRG, which is true.. They will not attack the KRG, Abadi states he seeks to return ISF presence in Kirkuk. The Pesh will be deciding whether it attacks the ISF or not. For this to succeed the ISF needs to move to Kirkuk with a massive force to overwhelm and scare the Peshmerga.
