The majority of muslim Azeris are shias but does not mean that every Azeri is a shia. Except for non-religious persons, we have a big Sunni, and jewish community as well. Specially in North, the percentage of Sunnis may reach to 30% of muslims. In South, it should be about 5-10 % I guess, but there are no data to confirm it.
Around 15% of Azerbaijan are Sunni. There are Sunni Caucasian minorities like Lezgins, Avars, but they hardly make up 3% of total population, so most of Sunnis are ethnic Azerbaijani Turks. And while Dagestani groups belong to the Shafi sect, Azerbaijani Sunnis are Hanafi.

"Tribe Tekeli, is a branch of the Oguz tribe Teke, migrated to Asia Minor, probably under pressure from the Mongolian, the Seljuk Sultan of Rum, were settled in the south-western Anatolia. Probably already in the XV century Tekeli moved in Shi'ism, becoming murids Safavi Sufi order of Ardabil. Supporting the Safavids in all their endeavors, along with other Turkic tribes in Anatolia and Azerbaijan (now southern Azerbaijan), steel boned kyzylbashskogo tribal alliance, united around sheikhs kind Safavids in numerous campaigns and wars that led to power in Azerbaijan initially, then in all Iran, Safavid dynasty. Tekeli efforts were duly appreciated by Shah Ismail I, after having lost the uprising Şahkulu in Anatolia, its hereditary ulka, received allotments throughout the Safavid state, and high public office, until Beylarbeyov Azerbaijan. But already during the reign of Shah Tahmasp I, in 1531, Tekeli raise a rebellion against the Shah's government. In the period of the reign of Tahmasp I to Abbas I, Tekeli repeatedly involved in the insurgency. In 1533, the emir of the tribe Ulama Khan Tekeli, defected to the Turks, having passed the Safavid capital, Tabriz, troops of Sultan Suleiman I.
At the accession of Shah Abbas I, Tekeli continued to express disobedience Shah's government. Centralizing policy of Abbas I, aimed at curbing rampant feudal anarchy, led in 1596-1597 gg. the publication of the decree and Cuttle-Amm (wholesale extermination) of the tribe. All members of the tops of the tribe were deprived of posts, many of whom were executed, the tribe itself is devoid of all estates who resisted were exterminated, the remnants of the tribe were placed under the authority of other tribes. In 1597, the tribe Tekeli was completely destroyed. Often mistakenly repression against tribe Tekeli by Shah Abbas I regarded as reprisals against all qizilbash. In fact, no other kyzylbashskoe tribe was not repressed, by contrast, Qyzylbashs constituted the backbone of the army under the Safavid Shah Abbas I, shahsevanov."

im familiar with that disobedience , this is in our culture we have our own tribal law we dont follow a man cuz he is a king or imam the man should have enough charisma and respect to make the man follow him he should win the hearts of his people than people will follow him , we live with this culture until ww1 when the qajars fall
