We would not need to say anything about it, as, regardless of the name or nation of bilateral relationships we have, the whole world would condemn the nation that would provide nuclear technology to the country along with the nation that gets the technology.
And those 2 countries would be sanctioned to the oblivion.
That would work for Russia and Iran as well, if Russia would decide to give nuclear tech to Iran.
Both countries are not 100% sanctioned right now, and if such a thing would happen, these two countries would be sanctioned 'even' more and more isolated from the rest of the world.
If Greece would join in such a deal, regardless if Russia is the provider of the tech or not, both of the nations that are included in the deal would have a really bad time afterwards.
And considering the concurrent conditions of Greece and Armenia, that would be total suicide for both of them.
Even without any sanction, these two countries are economically dead. If sanctioned, Greece would literally be gone along with Armenia.
And Russia would be faster than, lets say, one of our main allies in the asia to provide such tech to Greece or Armenia, so not realistic at all.
And Greeks also very well know that even their EU membership is on fire right now. If they would go with nukes now, they would be literally kicked out of EU and NATO, which means the end of them.
And Armenia is also not stupid enough to try to obtain such a big tool while they have problems with two big neighboring countries of theirs.
