No Muhammad is an Arabic name and in the law they passed they said the only language acceptable in Israel is Hebrew. Before this Arabic was a recognized language in Israel but not anymore.

2. It establishes Hebrew as Israel’s official language, and downgrades Arabic — a language widely spoken by Arab Israelis — to a “special status.”
3. It establishes “Jewish settlement as a national value” and mandates that the state “will labor to encourage and promote its establishment and development.”

So a second grade language is spoken by second class citizens according to this law.
So can a citizen without the same rights as Jewish people in Israel ever become their leader? NO.

There is no downgrade of Arabic, since it was never official de jure. Arabic was de facto official language and it remains de facto official language.
