Another Western official said Iran must present concrete details for missile talks: “What will need to be seen are the specifics on load capability, the distance range of missiles and how many kilograms can a missile warhead carry"
So Iran is offering limiting production of certain missiles and US is asking for complete intelligence on each missile (in order to optimize missile defense systems).
So if Iran does this....then it is inviting the world to dismantle its detterence capability slowly but surely.
How exactly do you think you can regulate that? Is Iran going to allow inspection of it's missile bases?

At max Iran will agree to NOT ever test ICBM's as long as it does not preclude Iran's Space Program! Anything beyond that will cause the government to loose support from it's main base & it's main supporters among the populist!
So far Iran's population has not seen any positive outcome from the Nuclear Deal so there is NO SUPPORT among the populist to agree to any restriction on it's BM program!
This is NOTHING BUT a DELUSION!

Iran agreed to the JCPOA because under the JCPOA Iran can restart it's civilian nuclear program after a decade!
Plus Iran never wanted a nuclear arsenal they wanted the capability to build them if need be & they have that!
U.S. problems with Iran is NOT about Iran's Ballistic missile program! And Iranian leaders aren't blind they know this! Giving up the missiles = loss of your deterrence = a war on Iran = downfall of this government!
Plus, the Ballistic Missile Program by the most part is under the control of the IRGC do you think IRGC commander will just site back and let this happen? They'll overthrow any government before they ever give up the missiles!
And Iranians would rather fight a war with their missiles program in tact than one without it!
Yes they will negotiate and yes they may agree NOT to test ICBM's but it's not going to go beyond that if it dose the government will fall!
