Probably you didn't notice that after NSG was flown from Delhi to counter those terrorists, and those terrorists were successfully isolated from the public, the whole operation was slowed down...NSG went for the final assault much later. 26/11 was one incident that successfully branded Pakistan as a terrorist nation, that act of terrorism was continuously telecasted all over the world with Pakistan's name being associated with it....it was allowed to continue for more time on purpose once it was ensured that those terrorists were cornered and no further risk was there for civilian lives.
