But may be because EFT can super cruise so it has been ranked higher

Else, any speed over Mach 1.8 is considered wasteful in the sense of airframe and propulsion integration at the expense of other systems, meaning the final aircraft will have limited utility like the F-22 which was designed for air superiority over high utility.
