What is so different appointing the next Dalai Lama by CCP from the one appointed by Qing Dynasty's Qianlong Emperor?

This method originated in a decree issued by the Chinese emperor Qianlong in 1792, and was used in the selection of the 10th, 11th, and 12th Dalai Lamas. After defeating the Gurkha invasion in 1792, Emperor Qianlong issued The 29-Article Royal Decree for Better Governing in Tibet, in which Article One ordered the new protocol for deciding the reincarnations of the Dalai Lama and the Panchen Lama.
The reason behind is that as the real Tibet governor, Chinese emperors were not happy with the Dalai Lama or Panchan Lama's selection process. Throughout the time, most of the selected next Dalai or Panchan were from the noble class or as result of conspiracy by those Tibet nobles. Some Dalai Lama even got assassinated or removed from the position later. That is why Qianlong dictated the Golden Urn rule. BTW, China emperors have also get rid of Tibet highest leader: its king and set up Dalai Lama as both the religious as well as the official leader in Tibet, of course under the central government. Basically, China set up Dalai Lama as her Tibet's governor.
Where is his power coming from? Of course it is China. Otherwise, those Dalai Lamas have already been killed by the Tibet King, who was get rid of By China emperors.
Chinese central government throughout different dynasties have control over the selection as well as the final confirmation of Dalai Lama as well as Panchan Lama.
As current government, I see no problem for CCP to interfere the next dalai as well as panchan lama.
If chinese are so big hearted why don't they allow the tibetans to choose their own Dalai Lama?
