very good move but frankly, not good enough. nearly 100% of these people who take shelter are people in transition who come from small villages to seek work in big metropolitan cities and as such, they will soon find housing for themselves after finding employment. The REAL solution is to facilitate the even distribution of wealth and have it reach areas where these small villages are located so that people don't HAVE to leave their families to find work in big cities. But I understand that it will take time...
